About Dr. Lisa Doupe

Dr. Lisa Doupe established PWR Health Consultants in 1989 to champion her belief that prevention, wellness and rehabilitation should be institutionalized in public policy and in the policies of the private sector, such as employers and insurers. Unfortunately, the needs of individuals who are disabled, ill or injured are not being met by the present systems.

As a consultant in occupational and environmental medicine for more than 20 years, Dr. Doupe works with stakeholders at various levels of the system to remove the barriers that prevent participation in life activities and in the labour market.

Dr. Doupe works:

  • On behalf of individuals to promote a safe and timely return to
    function/return to work,

  • With employers of all sizes to ensure a healthy and safe
    working environment, and

  • With governments and other stakeholders to ensure that
    policies are aligned and meet the needs of individuals who
    are ill, disabled or injured.

Our acronym, PWR, stands for Prevention, Wellness and
Rehabilitation.

Landmark Policies Developed

Dr. Doupe was instrumental in developing two landmark policies
regarding the role of physicians in return to work. She worked with
the Ontario Medical Association to develop the "Ontario Medical
Association Position in Support of Timely Return to Work Programs
and the Role of the Primary Care Physician." The policy was later
integrated into the province's Primary Care Reform process.

Dr. Doupe authored the first draft of the Canadian Medical
Association's policy on return to work. "The Physician's Role in
Helping Patients Return to Work After an Illness or Injury," was
published in the Canadian Medical Association Journal, March
1997.

Physician Education Project on Workplace Health

As chair of the Ontario Medical Association Section on Occupational
and Environmental Medicine, Dr. Doupe formed a committee
designed to educate physicians about return to work. As a result of
the Physician Education Project in Workplace Health, return to work
is now taught to undergraduate students in Ontario's medical
schools.

Multi-stakeholder Consultations

In cooperation with the Federal Government, Dr. Doupe set up a
multi-stakeholder consultation on safe and timely return to
function/return to work (RTF/RTW). More than 30 stakeholders --
including persons with disabilities, government, insurers, employers,
health care providers and labour representatives - joined the Round
Table Project on Safe and Timely Return to Function and Return to
Work to find ways to collaborate and cooperate in service delivery to
persons with disabilities. Phase III of the Round Table Project was
underway in November 2001.

Dr. Doupe practiced occupational medicine as a staff occupational
health physician at Imperial Oil and General Motors before assuming
the position of Medical Director of General Motors of Canada in
1990. She was the founder of the Coordinating Group of
Occupational Health Associations, Windsor Academy of
Occupational and Environmental Medicine, Ontario Medical
Association's Advisory Committee on Work and Health and the
Canadian Business Group on Health and Productivity.
